Puntland Development Forum (PDF) – Livelihood Sector Working Group (SWG)

On 25th May 2017, Puntland Development Forum – Livelihood Sector Working Group (SWG) was held at the Ministry of Planning and International Cooperation – Puntland (MoPIC) in Garowe
The Meeting was officially opened by the acting Chair of Livelihood Sector Working Group (SWG) Director General of Ministry of Fisheries Mr. Ali Hirsi Salad, by stating and highlighting on how the Sector Working Groups are important for Puntland Development Plans.
Mr. Howard Bell, Head of RCO in Puntland, the Co-chair of the Livelihood Sector Working Group made his remarks and updates on strategic framework of Livelihood sector and strengthening National Livelihood Architecture in Somalia. He mentioned that the meeting was good start and stated that context of PDF which is transfer of power from federal Government to State level. He mentioned that London Conference was approved a new partnership agreement to interlinked National Development Plan and State Level Development Plan for whole Somalia.
The meeting was fruitful and successful for all the participants. This was the Fifth of series of Six Sector Work Group meetings that will happen in Puntland. The upcoming other Development Sector is Governance.
The development sectors are based on the Revised Puntland Development Plan (2017-2019) aligned with the Somali Federal Government National Development Plan (NDP) and the Sustainable Development Goals (SDGs). To better coordinate MoPIC developed, in all-inclusive process, an aid coordination mechanism called Puntland Development Forum (PDF), which was endorsed in October 2015. It presents the necessary aid coordination architecture.
Meeting Outcome
¬ Meeting agenda was agreed.
¬ Terms of References was discussed and will be approved on Sunday 11th June 2017 at the Ministry of Livestock.
¬ Six Months Meeting Calendar was discussed and endorsed by the Livelihood Sector Working Group.
¬ Group Norms and Conduct agreed including – Punctuality and avoidance of new faces
and presence of decision makers in all meetings.
¬ Lead Ministry of Livelihood Sector will be Ministry of Livestock while the lead agency will be RCO.
¬ Livelihood Sector presented their ongoing programs/projects to ensure the avoidance of duplication and overlapping of programs/projects.
¬ MoPIC to play the secretariat role until the Sector Working Group secretariat is formed.
To contribute to the overall coordination function of MoPIC through communication and information sharing.
The overall objective of the meeting was to present and facilitate Sector Working Groups (SWGs) meetings and to strengthen their collaboration to furthering the aims, objectives of the Livelihood Sector Working Group (SWG) to realize the priorities of the Sector in the Revised Puntland Development Plan (2017-2019).
